The Hawaii Department of Transportation (HDOT), Highways, Oahu District continues to implement its proactive comprehensive Storm Water Management Program (SWMP). This initiative is being taken to comply with our National Pollutant Discharge Elimination System (NPDES) Permit for the Oahu municipal separate storm sewer system (MS4) since it services a population greater than 250,000 and is therefore subject to permitting requirements under the NPDES Program for storm water discharges. The program is designed to reduce, to the maximum extent practicable, the amount of storm water containing pollutants from entering and ultimately discharging from HDOT Highways’ MS4 into the streams, rivers and ocean we all enjoy.
In accordance with the requirements of the HDOT Highways MS4 NPDES Permit No. HI S000001, Part D.1, the following SWMP Plan has been developed. The plan outlines HDOT Highways’ program to address storm water pollution associated with operating its drainage network and facilities on Oahu.
